I like the OP's suggestion. Can it be abused? Yep. Is the present system being abused? Yes. At least the OP's suggestion would make the passive-aggressive bumpers work for their fix of irritation.

I suggest that copying should be delegated to the 'manufacturing' category (and job limits) instead of research since you're not researching, you're just copying... and you're actually manufacturing copies.

All it takes to gate camp is a ship, no scruples and a lot of time. An astonishing number of people like to gate camp. Its almost impossible to avoid them, even a cloaked ship can easily be jammed by proximity to the crud gate campers deliberately...
